Stations having a requirement to transmit to all stations likely to intercept should introduce such transmission by the general call "ALL STATIONS", followed by the identification of the calling station. The preamble of each radiotelephone broadcast shall consist of the general call, station name, and optionally the time of broadcast (UTC). General calls shall not be acknowledged.
