The term 'an illuminated red crossbar' refers to a stop bar. According to ICAO Annex 14, stop bars shall be provided at every runway-holding position serving a runway when it is intended that the runway will be used in runway visual range conditions less than a value of 350 m. They are used during low visibility operations to prevent misunderstandings between pilots and ATC. When the aircraft is instructed by ATC to stop at the runway-taxiway intersection, the red stop bar red will be turned on. When the ATC will give clearance to the pilots to proceed, the red stop bar lights will be turned off.

7.16.7 Stop bars
Stop bars shall be switched on to indicate that all traffic shall stop and switched off to indicate that traffic may proceed.
Note.— Stop bars are located across taxiways at the point where it is desired that traffic stop, and consist of lights, showing red, spaced across the taxiway.
