Let's examine the given options:
IFR in Class B and C only → INCORRECT. An ATC clearance is required for IFR flights in airspace Class A, D and E as well.
IFR or VFR in Class B, C or D → CORRECT. An ATC clearance is required for IFR and VFR flights in airspace Class B, C and D.
VFR in Class D and E → INCORRECT. An ATC clearance is not required for a VFR flight in airspace class E.
IFR in Class E and F → INCORRECT. An ATC clearance is not required for an IFR flight in Class F.
