Significant weather charts simply show weather that could have a large detrimental effect on the flight, such as significant turbulence, icing, EMBD CBs, jet stream locations, tropopause heights, etc.
NOTAMs are used to notify pilots of changes in facilities, opening hours, works in progress, temporary changes to the information in the AIP, this does not include weather, and certainly not routine weather such as temperatures at FL100.
Wind and temperature charts are created for many different levels, and give localised wind and temperature indications, as the name suggests. This would be the best way to obtain the temperature (and therefore calculate the ISA deviation) at FL100.
A TAF is a terminal area forecast, and they do not contain expected temperatures, and especially not at altitude.
