LO 062.07.05.03.03 - State that the manual entry, or creation of new waypoints by manual entry, of either latitude and longitude or place/bearing/distance values is not permitted.

ICAO PBN Manual Doc 9613, 3.3.4.2.4: Pilots must not fly an RNAV/RNP 1 or RNAV/RNP 2 SID or STAR unless it is retrievable by route name from the on-board navigation database and conforms to the charted route. However, the route may subsequently be modified through the insertion or deletion of specific waypoints in response to ATC clearances. The manual entry, or creation of new waypoints by manual entry, of latitude and longitude or rho/theta values is not permitted. 3.3.4.3.4 says the same in regard to RNP 1 specifications. 5.3.4.3.6 says the same in regard to RNP APCH specifications.

All of these regulations mean that ANY terminal information in European airspace (Eurocontrol has mandated RNAV/RNP 1 as a minimum for operations in European terminal airspace) will need to be retrieved by name from the database otherwise the approach must not be flown. This will cover the “RNP 1 procedure” in the question.

(The exception is when a waypoint is added or deleted in response to an ATC clearance in which case it must be retrieved by name.)
