For Performance Class 3 helicopter operations, it is permitted to fly:
  • A
    To or from heliports in a non hostile environment where a safe forced landing is assured except in the take-off and landing phase.
  • B
    To or from heliports in a non hostile environment where a safe forced landing is always assured.
  • C
    To or from helidecks in a non hostile environment where a safe forced landing is always assured.
  • D
    To or from helidecks in a congested hostile environment where a safe forced landing is assured except in the take-off and landing phase.
1. According to CAT.POL.H.400 - General:
  • Operations shall only be conducted in a non-hostile environment, except:

(1) when operating in accordance with helicopter operations over a hostile environment located outside a congested area; or

(2) for the take-off and landing phase, when operating in accordance with the following.

  • Operations may be conducted to/from an aerodrome or operating site located outside a congested hostile environment without an assured safe forced landing capability:

(3) during take-off, before reaching Vy (speed for best rate of climb) or 200 ft above the take-off surface; or

(4) during landing, below 200 ft above the landing surface.

2. According to CAT.POL.H.405 - Take-off:

  • In the event of an engine failure the helicopter shall be able to perform a safe forced landing, except as provided in CAT.POL.H.400 (3) and (4) above.
3. According to CAT.POL.H.415 - Landing:
  • In the event of an engine failure, the helicopter shall be able to perform a safe forced landing, except as provided in CAT.POL.H.400 (3) and (4).
Thus, for Performance Class 3 helicopter operations to or from heliports in a non hostile environment, a safe forced landing is assured except in the take-off and landing phase, as described in CAT.POL.H.400 (3) and (4) above.
