According to ICAO Annex 11, all VFR flights in airspace classes C, D, E, F and G should apply a speed limitation of 250 kt IAS below 3050 m (10 000 ft) AMSL. In aispace class A VFR flights are not allowed, and in airspace class B there is no speed limitation for VFR flights.
