Two or more white crosses painted on a runway, with their arms at 45° to the runway centreline, indicate that the marked area is unfit for aircraft movement. In many manual this is simplified as “runway closed,” but the more precise official meaning is that the marked runway area / section is not available for use.

EASA SERA Appendix 1, 3.2.4.1 states that white crosses displayed on runways “indicate an area unfit for movement of aircraft."

Note: When an area is temporarily closed, frangible barriers or markings utilizing materials other than paint or other suitable means may be used to identify the closed area.
